须美国会批准‧共和党料阻拦 伊朗核协议恐前路多艰

(德黑兰15日讯)世界强国14日与伊朗达成核子协议,但专家警告,要达成这项协议已经够难,如今还要获得美国国会批准,然后付诸实行,而且要伊朗遵守协议数年,恐怕前路多艰。

智库国际危机组织的专家瓦埃斯说:“这项协议脆弱异常,而反对力量强大无比。它在伊朗、美国和整个地区都遭到严厉批评。”

根据协议,伊朗将节制核子计划,换取国际放宽制裁。协议首先要面对的考验就是美国国会,如今由在野的共和党掌控,他们对这项协议抱持怀疑态度。

伊朗人星期二欢庆核子协议尘埃落定,一些人期盼协议能改善生计,有些人走上街头,则只为了表达感激。

国会对协议褒贬不一

美国国会对美国等六大国与伊朗签署的核协议的最初反应看来是以党派划线的。民主党议员谨慎乐观,共和党人则质疑美国是否作出了太多让步。

美国参议院外交关系委员会主席鲍勃‧科克尔说,他怀疑协议是否确实阻止伊朗获得核武器。他还说国会必须仔细审议,看实施协议“是否值得拆除我们花了十几年时间建立起来的制裁机制”。

科克尔是伊朗核协议审议法案的起草人,这个法案使国会有权批准或否决最后协议。他说:“伊朗仍旧是世界恐怖活动的主要赞助者。解除对伊朗的制裁将使伊朗获得充足的现金,有可能制造出一个针对美国及其盟友的更大威胁。”

议长抨奥巴马放弃标准

众议院议长博纳批评奥巴马政府放弃了最初的标准,比如伊朗无权提炼浓缩铀,伊朗必须永久性拆除核项目的基础设施。

恐怖活动最大赞助者

博纳说,就在伊朗在中东地区传播更多暴力和不稳定之际,核协议帮助把这个政权稳定化、合法化,这只会让伊朗这个恐怖活动的最大赞助者更加胆大妄为,而不会让世界减少危险。”

民主党众议院党鞭霍耶说,议员们必须仔细审议每个细节,特别是考虑到伊朗很可能利用任何模糊不清或漏洞来谋取私利,危害美国、以色列以及美国的欧洲和波斯湾盟国的安全。
